Elastic waistband in skirt is dented—how to straighten it?

The waistband is about two inches wide and bends almost in half in the front which makes it stick out weird. I don't think an iron would help but I can't think of anything else to try. At the very least I'd like to wriggle the trouble spot to the back where it would be less noticeable but it's increeedibly slow work. I bought it online on clearance so I doubt there are any left to exchange, and it seems like a stupid reason to go to all that hassle anyway. Any help appreciated.
