3 week old baby wont stop moving!?

My little girl just doesn't seem to stop moving. she constantly throws out her arms and kicks her legs and it even keeps her awake. i tried to swaddle her but she wriggled out of it (She hates to be confined) she wont even keep a loose blanket on. I wonder sometimes if it's wind cause she does seem to pass alot of gas but she doesnt cry about gas pains. Im just completly stumped by her behavior please any advice or suggestions welcome.
