Taking over TV license payments?

When I did it a few years ago you had to send the actual paper copy of the licence to them, they only refund in 3month blocks too so if you have 5 months left for example you can only claim for 3. Surely it must tell you either on the back of the paper copy or on the internet what to do even if you can't actually do it on-line. You could always phone them.
